First pass at refactoring the make system to be more target oriented
(i386-pc, x86_64-pc, ppc-mac, etc). Two visible differences:
1) doesn't even bother to build if you dont have a newos toolchain installed.
2) builds into build/$(TARGET) insead of build/$(ARCH).
