[corlib] Import System.IO.TextWriter/StreamWriter from CoreFX (#11783)
* [corlib] Import System.IO.TextWriter/StreamWriter from CoreFX
* Adjust a Mono test. According to CoreFX TextWriter sources, CoreNewLine should only be used for read-only purposes.
* Bump CoreCLR for bug fix on test which becomes much flakier apparently with this patch
* Bump corefx
* Bump API snapshot submodule
* [csproj] Update project files
