[wasm] Small set of changes that are wasm specific. (#9305)
* [wasm] Add helper target to update the runtimes.
* [wasm] Reenable tests that previously crashed due to JS engine issues.
* [wasm] Update jsvu 1.3.1 so we get jsc on linux. Fix uname magic on OSX.
