Bump to latest SQLite for Mac bundle (#12118)

* Bump to latest SQLite for Mac bundle

* Explicitly disable editline support.

SQLite assumes that if editline is enabled (the default), then NCurses was compiled with TermInfo support, which is not true on Mac
packaging/MacSDK/sqlite.py
