Attempting to fix user_newtalk problem on the live site by clearing the cache properly, although I can't actually reproduce the problem in my test installation so I don't know if this will fix it. Also changed deletes to sets, which is generally useful to avoid problems with replication lag.

ported clock skew fudge from 1.4

Fixed client cache invalidation on user_newtalk clear, broken since User.php 1.103 (just before 1.4 branch). Also fixed a more subtle problem with it involving clock skew.

Don't use var_export as it breaks PHP 4.1.2.

Take steward out of the default install; use in the Makesysop extension

Rework the user_groups system, again, into something that seems to actually
more or less work for now.

* user_groups ur_group is now a short string key ('sysop' etc)

* Permissions for groups are for now set in $wgGroupPermissions.
An in-database management system could be re-added in the future
if it's really needed, but for now it's mostly just been screwing
things up.
* Group.php and Special:Groups are deprecated; will probably die.

removeGroup methods instead of being re-saved on every change to
the user record.

Group keys are migrated from user_rights at upgrade time for older wikis.
The fields in prior 1.5alpha tables were too screwed up and will need to
