Fix parsertest broken in r53291. In trunk it was fixed along other changes with r53098.

Revert r69856. This was intended for trunk.

I have not tested that this is safe, beyond php -l.  However, ZeiP on
IRC reported that it fixed his fatals errors and seemed to work.

Original summary:

Move checkRedirect() from FileRepo to LocalRepo, leaving only a stub
behind. It's inappropriate for FileRepo to be accessing the database or
memcached, this is exclusively a job for a subclass. Avoids error "Call
to undefined method <class>::getArticleID()" whenever anyone uses a repo
which is not derived from LocalRepo, such as FSRepo or ForeignAPIRepo.

Backport r49572 to 1.15 (move up getMemcKey() from LocalRepo to FileRepo).

Backported r51680 (use require not include) and added release notes.

Updates for 1.15.0.

Backported r50328: bug 17611, SQLite installer user input validation issue

(bug 17611) Provide a sensible error message on install when the SQLite data directory is wrong. For backport to 1.15. Achieved by layering another collection of ugly hacks on top of config/index.php, in the hopes that the combined weight of hackishness might convince Brion to allow me to finish the new installer.
