Freeze processes prior to reading pageset1.
Freeze processes, do early cpu hotplugging and console preparation prior to
reading pageset1 (at resume time). I think I'll probably want to revert the
console preparation part, but for the moment, this brings the other
branches into line with head, which I want to start using backporch on
shortly.
