[SCSI] qla4xxx: Disable generating pause frames in case of FW hung
In case of FW hung ISP82xx generates continuous pause frames
which causes switch to disable port.
Added fix to disable generating pause frames in case of
FW hung

In case of FW hung ISP82xx generates continuous pause frames
