Added tag v0.15-rc3 for changeset 6fc8175ffa5d

Again, lots of changes since the previous release. Most notably these new
commands:
DISPLAY AR
DISPLAY CR
DISPLAY FPCR

DISPLAY SIECB - display the guest SIE control block
STORE AR

SYSTEM CLEAR - system reset clear
