Clean clientArg to be lint-clean, and include commands "ide, build, debug"
Summary:
Minor tweaks
(1) "hh_client -help" now displays all the commands it accepts - it was missing ide,build,debug
(2) clientArgs.ml now passes ArcLint cleanly.
