change typestructure.hhi back to strict mode
Summary: Originally TypeStructure<T> alias was defined here, as there were arrays without generics, I declared it decl mode. However, I discovered that first class enums are not picked up by the typechecker from hhi files if it's under decl mode (t8042553), so I'm reverting it back to strict mode
