Additional logging in State_logger to show cached state lookup
Summary:
This diff adds logging of the cached saved state metadata when we're looking up whether we have a saved state already on disk for a given global revision or hash.
This diff also adds deriving show to the Hg, ServerMonitorUtils, and State_loader modules.
