HackCompilerUseRustParser = true in runtime-option.h
Summary:
The plan is to:
- start rollout using the option in {D16720829} ASAP
- land this after this week's HHVM release is cut (possible already), so that's it's included in **next** week release
- deal with the open source TODO in the meantime
- a week after that, remove OCaml version
