Update PCRE and everything that depends on it
Summary:
PCRE was ancient. Now it is not.
The final list of updated libs is apache-httpd, clipper, enchant, firefox, gdal, glib, glibmm, google_or_tools, gst-libav, gst-plugins-bad, gst-plugins-base, gst-plugins-good, gst-plugins-ugly, gstreamer, harfbuzz, libfbml, libidl, libnice, lldb, mapnik-vector-tile, mapnik_fb, nginx-stable-rtmp, ocaml-pcre, openwebrtc-gst-plugins, pango, pcre, qt, stackage-lts, swig, and watchman.
