Add --force-hh-syntax flag
Summary: This diff adds a flag to `hh_parse` to tell the lexer to use hh_syntax, allowing hack only keywords like `varray` to parse in `<?php` files. This flag will allow HackAst to use hh_parse to parse `<?php` files in www like HHVM does.
