Add an hhvm.no_facebook buck config for faster builds
Summary: Most of the local development we do doesn't actually depend on any of the facebook extensions and they tend to be the slowest to build. Excluding them required cleaning up some buck dependencies and removing one `ifdef` that really should have just been its own extension under `/facebook/`.
