gnu: make-bootstrap: Switch to GCC 4.9.
* gnu/packages/make-bootstrap.scm: Replace all occurrences of "gcc-4.8" with
"gcc-4.9".
(%gcc-static): Add --disable-libcilkrts, --disable-libvtv,
--disable-libbacktrace.
