import: elpa: Use 'http-fetch/cached' to retrieve the archive.
* guix/import/elpa.scm (elpa-fetch-archive): Set %HTTP-CACHE-TTL to 6
hours.
(call-with-downloaded-file): Use 'http-fetch/cached' instead of
'url-fetch'.
