Replace all ConstArrayRef with ArrayRef<const T>
1) Remove the alias itself in arrayref.h.
2) All replacements done automatically using sed:
s#ConstArrayRef<const char \*>#ArrayRef<const char *const>#
s#ConstArrayRef<\(.*\)>#ArrayRef<const \1>#
This worked because "const char*" was the only pointer type used as
template argument.
