gitweb: take last refresh time from .last_refresh file
Switch the displayed last refresh time from that of the
gitweb.lastrefresh config value to the last modified time
of the repository's .last_refresh file.
This change paves the way to correcting the inappropriate
caching of the last refresh time on the summary page.
