debian/diff: cleanups for upstream
Some small enhancements suggested as side-effects of submitting these
patches upstream.
Most notably:
- hooks/post-receive-email: set content-transfer-encoding;
recode non-utf8 logs to utf8 so charset is accurate
- gitk: use font names Arial and Courier again when using wish
versions that do not support fontconfig, like tk for Windows
and tk8.4 from sid
