debian: drop support for upgrades from pre-1.7.9.5 versions
This reduces clutter a bit. 1.7.9.5 is part of Ubuntu precise, which
reached its end of extended security maintenance (which didn't cover
git) in April, 2019; it would be fine to break installation on that
platform, too, but let's keep that code that supports it for now to be
conservative.
