gitweb: show https fetch URL for mirrors
If an httpspushurl is configured then it can also be used as a fetch
URL for mirrors. If it differs from httppullurl, show it for mirrors
along with a hint that points to rootcert.html (instead of
httpspush.html as would show for a "push URL").
