Changed the configure.ac and autogen.sh files to dynamically figure out
the gettext version (instead of hard coding the version) when autogen.sh
is ran. Hard coding 0.15 inside configure.ac broke everybody who doesn't
have gettext 0.15 installed. The configure.ac file is now generated from
the configure.ac.in. configure.ac was removed from CVS at this point.
