Bug 1860728 [wpt PR 42706] - Slop Bucket, a=testonly

Automatic update from web-platform-tests
Slop Bucket

Slop Bucket is an optimisation where extra memory is allocated for the
response body of high priority requests when the mojo pipe to the render
process is full.

The feature is gated behind the kSlopBucket base::Feature and off
by default.
