[PTZ] Reject with NotSupportedError in applyConstraints if no permission
This CL makes sure applyConstraints is rejected with NotSupportedError,
not NotAllowedError anymore. This specific error allowed web developers
to know if a camera was supporting PTZ, even though they didn't ask for
it.
