Bug 1849357 [wpt PR 41531] - [bfcache] Add NotRestoredReasons WPT coverage, a=testonly

[bfcache] Add NotRestoredReasons WPT coverage (#41531)
This CL adds WPT coverage for NotRestoredReasons. It checks fetch,
navigation-failure and parser-aborted reason.
Note that some of them currently fail with Chrome.
fetch - supported and does not block on Chrome
navigataion-failure - internal error & HTTP status not ok are reported on Chrome.
