Move advance-override tests from WPT to wpt_internal

Since CSSWG has reversed the resolution on advance-override [1], there
shouldn't be tests in WPT. Hence, this patch moves the tests from WPT
to Blink's wpt_internal folder, as a preparation for a final removal
when the spec edit has settled.
