[text-spacing-trim] Split semicolon from colon
In Adobe's convention, among the colon and the semicolon in
CJK, only the Japanese colon rotates. This patch split
the `CharType` for semicolon from the one for colon so that
they could have different values.
This matches the behavior with the Noto CJK chws fonts, hence
the ref file for `halt` is unified with the `chws` variant.
This patch has no behavior changes because all changes are
under a runtime flag.
