Bug 1839964 - Use `promiseAllPaintsDone` rather than waiting for the first-contentful-paint. r=botond,geckoview-reviewers,m_kato
Just like what we did in bug 1678895, for APZ tests using
`promiseAllPaintsDone` makes the tests more robust.
