[components] Issue https://github.com/mozilla-mobile/android-components/issues/11866: Upgrade detekt and its configuration to 1.19.0 (https://github.com/mozilla-mobile/android-components/pull/11867)
* Update detekt-baseline so those rules doesn't come back
* Add missing quotes
* Update processors and reports
* Change double quotes to single quotes
* Use arrays
* Change order
* Sync current config with the default config of detekt
* Update detekt
* Align config defaults with default-detekt-config.yml
* Regenerate detekt-baseline
