Bug 1829715 - Split out webgpu wpt tests on CI into new jobs. r=taskgraph-reviewers,webgpu-reviewers,ErichDonGubler,jmaher
Exclude webgpu/* tests in the default WPT runs, and add new jobs for
webgpu/* and webgpu-tagged WPT tests. This does mean that any job that
is tagged 'webgpu' but not in webgpu/* will run twice.
Add webgpu tag to mozilla/meta/webgpu, because url prefix is _mozilla/webgpu not webgpu for now.
Also revert the chunk-increase we did when turning on the webgpu cts
originally.
