Tweak placement calculation for over-zealous windows.
Don't adjust a window's position unless it's actually greater than the
screen's dimension (i.e., potentially placed off screen.) This avoids
annoying "blind spots" where windows would otherwise have been placed at the
bottom edge of the screen; quite legitimately.
