ENH: Updated to work with metis-5.0rc1
Modified third-party code, the patch and the find-module. Also, since
the API changed, had to update metisDecomp.C and add
backwards-compatibility implementations of the
METIS_{,W}PartGraph{Recursive,Kway} functions.
