Work on `tramp-completion-mode-p'
* etc/NEWS: Say that `tramp-completion-mode' is obsolete.
* lisp/net/tramp.el (tramp-completion-mode): Make it obsolete.
(tramp-completion-mode-p): Reintroduce the check for 'tab.
