Multiple obligatory arguments in citation commands

Add an extra option to ebib-insertion-commands which records whether the
citation command allows multiple obligatory arguments.

Add function ebib-create-citation-command.
Modify ebib-push-bibtex-key to use ebib-create-citation-command.

This allows citations commands such as \footcites (from BibLaTeX), which has the
form

\footcites[cf.][105ff]{jones2000}[cf.][203]{williams1989}
