ifconfig manpage upgrade:
* Bring in all relevant changes from FreeBSD.
* Add tentative/-tentative and deprecated/-deprecated documentation from
NetBSD.
* Document the autoconf/-autoconf, powersavemode, compress, normal and
noicmp parameters.
* Add ifmedia(4) reference.
* mdoc(7) cleanup
