Teach rcs utils about commitid phrase.
NOTE: commands don't emit the phrase into RCS files unless you compile
them with RCS_EMIT_COMMITID=yes.
Taken-from: contrib/rcs-5.7-commitid.patch which came with cvs-1.12.13
