update main.mk from coreutils, with small tweaks:
* maint.mk: update from coreutils, but
(built_programs): Use a more generic definition, even though
it depends on $(bin_PROGRAMS), i.e., it excludes scripts.
(my-distcheck): Accommodate missing gnulib-tests.
