doc: add github issue/pull-request templates
These templates instruct contributors not to use github, and instead
use the upstream GNU development resources. Discussed in
http://lists.gnu.org/archive/html/coreutils/2017-11/msg00007.html .
* .github/ISSUE_TEMPLATE.txt,
.github/PULL_REQUEST_TEMPLATE.txt: New files.
