Give Makefile more powers; remove old buildscripts
The Makefile can now install conkeror system-wide or to a build staging
area (such as for packagers), and can also build etags and create
release tarballs. Accordingly, contrib/build.sh, contrib/install.sh and
contrib/mketags.sh have been removed.
