scroll: support for load_spec and nsIDOMWindow browser objects

When a window is passed to the scroll command, by using the 'm' prefix key
for example, that window's contents will be scroll either to their top, or
to the position of a #ref node, if the document's url contains a valid
'ref' (fragment).
