create pkg-config file
By putting the appropriate define of CLOOG_INT_INT, CLOOG_INT_LONG,
CLOOG_INT_LONG_LONG or CLOOG_INT_GMP in the package CFLAGS, the user
no longer needs to worry about setting these herself.
