NaCl: Update revision in DEPS, r11279 -> r11298

This pulls in the following Native Client changes:

r11280: (kschimpf) Update PNaCl LLVM DEPS.
r11281: (mcgrathr) Don't copy various sys/ and bits/ headers into glibc toolchain
r11282: (khim) Enable build ID by default
r11283: (khim) Rollback --enable-linker-build-id change
