Archive PNaCl translator files in official builds as well.
Archive into a separate pnacl.zip file, for both 'dev'
and 'official'.
Previously, PNaCl translator files would be part of
chrome-*.zip for dev builds only, but it would be nice to
have the PNaCl files archived somewhere in official builds
as well. (https://codereview.chromium.org/19564009/)
This can help folks pull down a matching set of PNaCl
translator files without using component updater's
background installer.
