cc: Unflake and re-enable the new pinch zoom unit tests.
This fixes the LayerTreeHostTestCrispUpAfterPinchEnds and
LayerTreeHostTestContinuousDrawWhenCreatingVisibleTiles unit tests to
not be flaky, by figuring out all the race conditions taking place and
ensuring each one passes before continuing.
