cros: Fix accessibility issues with public account pod.
- Sends a 'focus' event after public account transition so that accessibility
indicator is at the correct location;
- Add an aria-label for "Enter" button in public account pod;

TEST=Verify issue 1 and 2 mentioned in 172766@1 is fixed.
