Eliminate drag-off-end scroll canceling for Linux.

This doesn't eliminate drag-off-side canceling.

BUG=388322
TEST=On Linux, visit a page with a scrollbar, drag the scrollbar down, verify it snaps back to the top if you move too far off the side but not if you only move too far directly off the far end
