Work-around to enable drag-and-drop in KDE-based file browsers such as Dolphin and Konqueror.
BUG=42494
TEST=Start Chromium and open Dolphin. Select a file in Dolphin, then
alt+tab to Chrome and drop the file to open it in Chrome.
