Remove: Make power manager ignore first display configuration on Ozone
CL https://codereview.chromium.org/1164353002/ was a workaround for
starting in docked-mode or logging out in docked-mode that prevented the
device from suspending/shutting down. The root cause of the bug is fixed
in ToT (and M44), so removing the workaround.
